The Power Semiconductors and Applications Center (PowerSAC), established under the SEAM@InnoHK initiative, is seeking a seasoned and strategically minded professional to serve as Head of Administration.

Reporting to the Center Director and Executive Director, the appointee will be responsible for leading and overseeing the full spectrum of administrative, financial, and operational functions of an interdisciplinary, multi institute research center. The role is a key member of the Center’s management team and will support the Center’s mission to accelerate the system applications of transformative power semiconductor technologies.

The position is based at the Hong Kong Science Park (Shatin), with frequent travel to the Clear Water Bay Campus as required.

 

key responsibilities

 

  • Lead and oversee all administrative functions of the Center, including finance and accounting, procurement, human resources, information technology, and business operations, ensuring compliance with institutional and funding body requirements.

  • Develop, implement, and maintain comprehensive operating procedures, workflows, and internal policies, establishing robust administrative frameworks from inception.

  • Manage and mentor a team of professional and support staff (initially comprising approximately 5–6 positions, with scope for expansion) to deliver responsive, high quality administrative support aligned with the Center’s evolving needs.

  • Monitor operating budgets and expenditures, ensuring effective financial planning, cost control, and prudent use of resources.

  • Serve as the primary liaison point with internal offices and stakeholders to ensure smooth, efficient day to day operations of the Center.

  • Assist to coordinate with external partners, including academic and industry collaborators and relevant government bodies, to support business, operational, and compliance requirements.

  • Establish and oversee a complaint handling mechanism, including intake, documentation, follow up actions, escalation, resolution tracking, and periodic reporting.

 

Requirements

 

  • A Bachelor’s degree or above, preferably in business administration or a related discipline (or equivalent qualifications).

  • At least 10–15 years of relevant post qualification experience at a managerial level, preferably gained in higher education institutions, research centres, or R&D environments.

  • Proven leadership experience in managing multidisciplinary administrative and operational teams.

  • Demonstrated experience in budget management, including oversight of project based and recurrent operational expenditure.

  • Strong analytical, strategic, and problem solving skills, with the ability to operate effectively in a fast paced and complex environment.

  • Excellent interpersonal, organisational, and stakeholder management skills.

  • A collaborative, dependable team player with a strong sense of ownership, able to multitask, work independently, and manage competing priorities.

  • Excellent command of written and spoken English and Chinese (Cantonese and Putonghua).

 

Remuneration and COnditions of Service

Salary is highly competitive and will be commensurate with qualifications and experience. Fringe benefits including annual leave, medical and dental benefits will be provided.
